Pudong Issues the Opinions for Supporting High-quality Personnel
In order to improve the environment for high-quality personnel to start up business and the mechanism in high-quality personnel introduction, civilization, utilization and motivation and encourage them to play their roles in Pudong New Area, the opinions are worked out in combination with the actual situation of Pudong New Area.
Gathering high-quality financial personnel
Encouraging and attracting high-quality financial personnel to increase innovation ability and core competitiveness of financial industry of Pudong New Area. Pudong will grant senior management, managers and specialized personnel of financial institutions to rewards or subsidies according to their contributions and roles and also grant subsidies to financial institutions for their HR development, introduction, training and communication or improve living environment for high-quality personnel.
 
1. Giving help to creative personnel
Encouraging and attracting high-quality personnel to work for independent innovation to promote the improvement of Pudong's capacity of independent innovation. Pudong will grant subsidies of medical care, insurance and housing to leaders, creative teams and key R&D personnel of high-tech enterprises dedicated to independent innovation, enterprises focusing on tackling key scientific and technological problems and research institutes and specialized personnel from large-sized accounting firms, HR service enterprises that give assistance to financial innovation and independent innovation according to their contributions.
 
2. Giving help to post doctorates
Encouraging post doctorates to carry out research and technological innovation in the key enterprises in Pudong New Area to extend the scale of post doctorate's projects and promote the integration of production, teaching and research. The organization that recruits a post doctorate will be granted a lump-sum subsidy of 100 thousand yuan each time to support post doctorate's project research and life and the organization that introduces post doctorate of research station to carry out short-term project research will be grant a lump-sump fund of 30 thousand yuan.
 
3. Implementing "housing project for high-quality personnel"
Promoting government, enterprises and society to participate in the construction of departments specially designed for high-quality personnel together. Pudong plans to build a variety of departments totaling 37 thousand suites (2.3 million m2) in 3 years to help high-quality personnel rent houses and will offer rental subsidy for the personnel who live in such departments. The personnel from other provinces and cities who work and start up business in Pudong and counter to the requirement of the development of Pudong's key industries will be given priority to live in the departments.
 
4. Creating Green Express
Encouraging excellent personnel to gather in Pudong. Pudong will provide Shanghai household registration with the people who conform to the Measures of Shanghai Attracting Excellent Personnel to Work in Shanghai, especially giving priority to senior management, major R&D personnel, key technicians and pace-setters in scientific research in high-tech and finance fields that Pudong focuses on and the special personnel who make contributions for the development of Pudong and are recognized by market and society. Pudong will also make it easy for senior experts to see doctor and for high-level personnel to make their kids educated or nursed.
 
5. Duration
The Opinions shall be effective from their promulgation to December 32, 2010. The departments concerned shall work out specific measures in accordance with the Opinions.
