Development and Opening-up of Pudong New Area Having Proved to Be a Major Strategic Move in Opening up to the Outside World by the Chinese Government
On April 18, 1990, the Central Government of the PRC officially announced the decision on the development and opening-up of Pudong New Area to the whole world.
In October 1992, the 14th National Congress of the CPC made an important proposal that Pudong should, and must, play a leading role in the further development and opening-up of the coastal cities along the Yangtze River, in the new round of the economic boom in the area of Yangtze River Delta and even in the whole drainage basin of Yangtze River.
In September 1997, the 15th National Congress of the CPC urged that Pudong New Area should act as a model and keep its leading position in the fields of system innovation, industry upgrading and opening up to the outside world.
In November 2002, the CPC's 16th National Congress restated that all the special economic zones, especially Pudong New Area, should be encouraged to take the leading role in system innovation and opening up to the outside world.
Hu Jintao, the General Secretary of the CPC, demanded that Pudong should achieve a rapid development on a higher starting point during his stay in shanghai in 2004.
Overview of Pudong New Area
Located on the east coast of the Huangpu River, Pudong New Area covers a land mass of 570 square kilometers and has permanent residents totaling 2.8 million. Facing the Pacific Ocean and East China Sea, with Yangtze River on the north, and the rich Yangtze River Delta in its backyard, Pudong New Area is generally regarded as "a gate to enter China's economy, a golden key to open the Chinese market and a bridge connecting the economy of China to the world".

The infrastructure construction in Pudong New Area has focused on "3 ports" (deepwater port, airport and information port), "3 networks" (rail transportation network, urban road network, crossing Huangpu River transportation network) and "3 sources of energy" (power, gas and centralized heating)

Comprehensive Development on Both Banks of Huangpu River
u Initiated in 2002, the program covers the whole area from Xupu Bridge to Wusongkou with a length of 85 kilometers and an area of 73 square kilometers. After the development, the functions of the area are finance and trade, tourism and ecological habitation.
2010 Shanghai World Expo is expected to cover an area of 400 hectares, with 65% of the major projects located in Pudong.
