In order to attract more returned overseas scholars to Pudong for business and career development and to create a good environment for peace and contentment in life and work, the measures herein are formulated in accordance with the actual needs of children of returned overseas scholars for school and nursery access, by making full use of the educational resources in Pudong New Area and in line with the principles of "conducting standardized administration, setting up a sound mechanism and making proper arrangements".

The measures shall apply to the school and nursery access for children of the returned overseas scholars who have established enterprises or are working in Pudong and whose enterprises or employers are registered in Pudong and are subject to the administration of tax collection in Pudong, if they meet any of the following conditions.

1. Having acquired overseas undergraduate and above academic degree (or educational qualification) certificates, and holding valid Chinese passports;

2. Having university or above educational background in China or holding intermediate or higher professional titles, having engaged in advanced studies at overseas institutions of higher learning or scientific research institutions as visiting scholars or trainees with certain achievements, and having valid Chinese passports;

3. Having acquired foreign nationality but being recognized as returned overseas scholars by the Ministry of Education.

1. Forms of school and nursery access for children of the returned overseas scholars who hold Chinese passports (including those of Hong Kong, Macao and Taiwan):

1) Going to schools or nurseries closest to their residence;

2) Going to private schools or kindergartens;

3) Applying for access to the qualified schools and kindergartens ("the qualified schools and kindergartens" refer to those publicized by the Social Development Bureau of Pudong New Area in March of the current year as having experience in educating the children of returned overseas scholars).

2. Forms of school and nursery access for children of the returned overseas scholars who hold foreign passports:

1) Going to qualified international schools;

2) Going to the international sections of the public schools under the administration of the Social Development Bureau of Pudong New Area;

3) Going to the public schools under the administration of the Social Development Bureau of Pudong New Area that are qualified for admitting students with foreign nationality;

4) As regard the nursery access, the measures for the nursery access for children of the returned overseas scholars who hold Chinese passports shall be referred to.

1. Application materials for children of the returned overseas scholars who hold Chinese passports (including those of Hong Kong, Macao and Taiwan):

1) "Application Form for School Access for Children of Returned Overseas Scholars" or "Application Form for Nursery Access for Children of Returned Overseas Scholars";

2) Letter of application from the enterprise or employer of returned overseas scholars, and the certificate of place of registration and certificate of tax registration of the employer;

3) "Certificate of Returned Overseas Scholars" issued by the Chinese embassy or consulate stationed abroad, or the overseas academic degree (or educational qualification) certificate;

4) Valid personal passport;

5) Chinese academic degree (or educational qualification) certificate or certificate of professional titles;

6) Certificate of residence in Shanghai (residence booklet or residence certificate of Shanghai);

7) Certificate of children relation;

2. Application materials for children of the returned overseas scholars who hold foreign passports:

1) "Application Form for School Access for Children of Returned Overseas Scholars" or "Application Form for Nursery Access for Children of Returned Overseas Scholars"

2) Letter of application from the enterprise or employer of returned overseas scholars, and the certificate of place of registration and certificate of tax registration of the employer;

3) Certificate of returned overseas scholars issued by the Ministry of Education;

4) Valid personal passport;

5 Certificate of residence in Shanghai;

6) Certificate of children relation;

1. In March each year, the Service Center for Overseas students of Pudong New Area holds a press conference on the school and nursery access for children of returned overseas scholars. Applicants may acquire the information on the policies of school admission and enrolment for the current year and download the related application forms at www.zsb.pudong-edu.sh.cn" www.pudongos.com".

2. The Service Center for Overseas students of Pudong New Area shall attend to the application of children of returned overseas scholars for school and nursery access according to the principles of "justice, fairness, openness, and first come, first served". The time for accepting applications shall last from the first work day to the last work day in April each year.

1. With the authorization by the Personnel Bureau of Pudong New Area, the Service Center for Overseas students of Pudong New Area shall attend to the he application of children of returned overseas scholars for school and nursery access according to the list of qualified schools and kindergartens in Pudong publicized by the Social Development Bureau of Pudong New Area as having experience in educating the children of returned overseas scholars and their quotas for admitting the children of returned overseas scholars.

2. The Service Center for Overseas students of Pudong New Area shall finish the qualification inspection and examination within five work days after ceasing to receive applications, and shall, pursuant to the principle of "first come, first served", put forward a proposed plan for arranging for the school and nursery access for children of returned overseas scholars, which shall be submitted to the Personnel Bureau of Pudong New Area for approval and filed with the Social Development Bureau of Pudong New Area.

3. After giving approval to the proposed plan, the Personnel Bureau of Pudong New Area shall form "Letter of Communication of the Personnel Bureau of Pudong New Area Concerning the School and Nursery Access for Children of Returned Overseas Scholars", which shall be sent to the Social Development Bureau of Pudong New Area in late May.

4. The Social Development Bureau of Pudong New Area shall conduct the formalities for school an nursery enrollment according to the list and arrangements provided by the Personnel Bureau of Pudong New Area.

The Personnel Bureau of Pudong New Area and the Social Development Bureau of Pudong New Area shall reserve the right to interpret the measures herein within their scope of functions and powers.

The measures shall come into effect as of the date of promulgation.
